Chulabhorn Pattana 12 Village, Sukhirin Sub-district, Sukhirin District, Narathiwat Province is a Thai-Malaysian Border Islamic village. In the past, the 10th Malayan people army fought for independence of Malaya and became people jointly developing Thailand after signing in a trilateral peace agreement of Thai government, Malaysian government and Malaya Communist Party in 1989. They jointly established a village named Rattanakitti 4 Village. Later, Her Royal Highness Princess Chulabhorn visited people in 1993 and desired to develop and restore environment and livelihood of people. She granted the name of the village as Chulabhorn Pattana 12 Village, by allocating 15-Rai area for each family to earn a living as well as sharing 3,500 Rai of area for mutual benefits. However, the villagers used 2,404 Rai and the remaining area for 1,096 Rai was returned as forest. In addition, the community forest committee was set up to take care of forests around the mountains along Thai-Malaysian Border together with forestry officers.
From the past that they lived with the forest, relationship for coexistence between humans and between humans and nature is determined. The relationship contributes to implanting behaviors including respect to forests and natures, discipline from military training turning to a guideline for managing 10,000 Rai of forest to restore degenerated upstream forests. The discipline is placed in the community for villagers to have habit in keeping areas clean and maintaining the upstream forests and forests around the village. So, this is the origin of occupation, food, medicine and life capital. Furthermore, there is a rule that animal hunting is prohibited, and there is no clear evidence that anyone violates this rule.
The villagers do mixed agriculture without chemicals in both orchards and rubber-tree farms, by growing rubber-tree mixed with fruit trees as well as organic vegetables for consumption and raising animals around the village. Importantly, the Community transmits wisdom to new-generation people by sharing ideal of natural conservation for their descendants and opening space for youths to practices professional skills and learn local history. This community was granted green globe award for 2 times in 2011 and 2018.
When the situation of COVID-19 outbreak happens and many people are affected, the Ministry of Culture issues a measure to mitigate impacts with cultural capital extension project with the royal sciences for the community to be sustainably strong. The provincial cultural office selects a community in each province as a model of pilot community for post-COVID economic restoration and for the community to earn income from cultural tourism under the project with short name of Bavorn On Tour and Barom On Tour, which means house, people, school and government authorities working with the community, temple, mosque as the spiritual center of the community. The selection criteria is to pass moral community project before. When the community is ready to comply with rules and regulations of moral community, it is suitable to extend to be a model community for people to take a holiday and a fieldtrip.
Narathiwat Cultural Office selected Chulabhorn Pattana 12 Village, Sukhirin District, as a pilot tourist attraction of Narathiwat Province to promote community tourism according to Barom On Tour project because the community passes the criteria of moral community and has outstanding features of coexistence with nature accordantly. It also conserves Saiburi upstream with historical strengths as those taking part in developing the Thai nation and food with unique menus.
